To broaden the authority of the Capitol Building Advisory Committee (CBAC) to include oversight of art and memorials in adjacent public legislative buildings and to allow additional uses of original Capitol items beyond conservation.
Key Provisions:
Expanded Jurisdiction:
CBAC's oversight now includes:
Public areas of the Capitol Building Annex and its surrounding grounds.
Public areas of the Legislative Services Building and its surrounding grounds.
Applies to proposals involving:
Gift or loan of art.
Installation of memorials.
Both permanent and temporary placements.
Flexibility for Original Capitol Items:
Current law requires original art, memorials, fixtures, and furniture to remain in the Capitol unless removed for conservation.
New provisions allow removal of these items for:
Loan to other institutions.
Public exhibits elsewhere.
Research purposes.
Disposition, if deemed appropriate.
All removals must receive approval from CBAC.
Effect: This bill enhances the CBAC’s advisory and oversight functions and provides increased flexibility for managing and sharing historical items originally housed in the Colorado State Capitol.
Summary
The capitol building advisory committee (advisory committee) is
currently required to evaluate and make recommendations to the capital development committee and, in some cases, the governor regarding proposals for the gift or loan of art and memorials to be placed on a permanent or temporary basis in the capitol building or on its surrounding grounds. The bill adds the public areas of the capitol building annex and its surrounding grounds and the public areas of the legislative services building and its surrounding grounds to the advisory committee's purview in connection with proposals for the gift or loan of art and memorials.
In addition, current law specifies that the art, memorials,
architectural fixtures, and furniture that are original to the capitol building must remain in the capitol building at all times unless the items are temporarily removed for conservation. The bill allows the removal of items original to the capitol building for loan, exhibit, research, or disposition with the approval of the advisory committee.
