Under existing law, the executive committee of the legislative
council and the joint budget committee (committees) must hold a joint meeting in March, August, and December if there has been a declaration of a disaster emergency by the governor since the first day of the month for the last required meeting.
The bill eliminates the requirement that the committees meet during those months. Instead, the committees are required to meet upon a written request of a majority of the members of the committees if there has been a disaster declaration by the governor since the last meeting.
