AI Summary

This bill prohibits various individuals and entities (e.g., individuals, corporations, organizations, state-supported institutions, or their employees) from:

  1. Procurement, solicitation, arrangement, or performance of surgical procedures or providing medical or mental health services to a minor without parental consent (either written or verbal).

However, parental consent is not required in the following cases:

  • The minor is in the custody of a county department of human or social services or the division of youth services.
  • The minor is experiencing a medical emergency that requires immediate attention.
  • There is a valid court order that directs the provision of the medical or mental health service.
Key Points:
  • Parental consent required for most medical or surgical procedures on minors.
  • Exceptions include when the minor is in government custody, in an emergency, or when there is a court order authorizing the procedure without parental consent.

This bill emphasizes parental rights over medical decisions for their children, but allows exceptions in cases where it is deemed necessary by law or urgent medical situations.
