In 2023, the Colorado General Assembly enacted Senate Bill 23-298, permitting certain public hospitals—specifically county public hospitals, health service districts, and their affiliates—to enter into collaborative agreements aimed at enhancing healthcare access.
Building upon this initiative, Senate Bill 25-078, introduced in January 2025, extends this authorization to private, nonprofit hospitals with fewer than 50 beds.
These collaborative agreements enable participating hospitals to engage in various activities, including:
- Joint purchasing of medical supplies and equipment
- Shared back-office services
- Coordinated health services
The goal is to improve efficiency, reduce costs, and enhance the quality of care provided to patients, particularly in rural and underserved areas.
By allowing private, nonprofit hospitals to participate, the legislation aims to foster a more integrated and collaborative healthcare system across Colorado.
